In many EU countries, prosecuting unruly passengers remains a challenge because legal action can only be initiated by the airline’s home country—an approach that is rarely pursued. The Montreal Protocol 2014 (MP14) closes this loophole by enabling authorities to prosecute offenders in the country where the aircraft lands or diverts, thereby enhancing safety and accountability.
Today, Airlines International Representation in Europe (AIRE) joins other Social Partners in calling on the 17 EU member states that have yet to ratify MP14 to take decisive action without delay. The full ratification and implementation of this protocol is essential to closing legal gaps, ensuring effective enforcement, and fostering a safer environment for all those working and travelling in European skies.
