Air Passenger Rights: Striking the Right Balance

Airlines International Representation in Europe (AIRE) hosted yesterday the event “Air Passenger Rights: Striking the Right Balance” at the European Parliament. The discussion provided an important platform to reflect on the ongoing revision of the EU Passenger Rights Regulation and its significance for both passengers and the aviation sector.

Key institutional contributions

AIRE was pleased to welcome MEP Sérgio Humberto and MEP Andrey Novakov, Rapporteur for Passenger Rights at the TRAN Committee. Mr Novakov underlined the importance of achieving a balanced and coherent reform that protects consumers while ensuring the operational and economic sustainability of the aviation industry. He also highlighted the need for EU institutions to find a common approach that delivers practical and fair outcomes for all stakeholders.

We also welcomed contributions from Elisabeth Kotthaus, Head of Unit for Passenger Rights at the European Commission, who stressed the need for the revised legislation to have a positive and meaningful impact, particularly for passengers with reduced mobility.

Industry Priorities

Representing the industry perspective, Michael Harrington, President of AIRE, outlined several priority elements for airlines. These include the need for a non-exhaustive list of extraordinary circumstances, reflecting the operational realities of aviation, as well as fair and proportionate compensation thresholds that ensure robust passenger protection while preserving the competitiveness and viability of the sector.

The reform of the EU Passenger Rights framework remains a crucial legislative file for the aviation industry. AIRE is committed to working constructively with EU institutions and stakeholders to promote a regulatory outcome that strikes the right balance between strong consumer protectionlegal clarity, and the long-term sustainability and competitiveness of European aviation.
